Ankeny woman accused of binding dogs’ mouths with bungee cords to keep them quiet

An Ankeny woman has been charged with animal neglect after authorities say she tightly wound bungee cords around two of her dogs’ mouths for extended periods of time to keep them quiet, causing scars.

Elisa Andres, 27, brought three dogs to the Animal Rescue League’s animal control facility on Oct. 2 in a battered wire crate, according to court documents. One was an 11-week-old puppy, and the other two were adults with deep indentations around their muzzles and jaws.

Director of animal control services Josh Colvin said the woman initially told staff the dogs had been abandoned, but Animal Rescue League investigators later found the animals were hers.

Court documents say police officers found there had been 10 barking complaints at Andres’ apartment going back to December, and her landlord had told her she needed to surrender the dogs due to the complaints.
